No. You shouldn't just upload a package only changing the maintainer. In a case like this I expect a full refresh of the packaging, and fixing all (which is one) bugs. Also, the changelog targets UNRELEASED, and has an ubuntu versioning, which makes me think/speculate you didn't even try to build/test the package under debian. Furthermore, looking at the ITA bug #809234 I see quite some noise to just set the owner, so I wonder when you read at least https://www.debian.org/Bugs/Developer At the end: "maintaining a package requires time and skills. Please only adopt this package if you will have enough time and attention to work on it." (that's from the MIA template used when orphaning packages).
