I have a Dell Dimension CPx keyboard problem where it will only use the
blue (function) item when those keys are struck. I believe it is just a setup
problem but Dell won't help me. If you cannot help, can you tell me who

I had also to reconfigure xkb/symbols/pc/{pc,de}. I mapped the keypad
keys to the normal keyboard symbols.
Now I can no more use the keypad but I don't need it.

meanwhile I solved the problem with the overlayed keypad.
I had to configure:
/etc/X11/xkb/types/extra
/etc/X11/xkb/types/basic
To use the config I had to configure my display manager to call the
Xserver with the +kb option.
Now I can switch between the keypad and the basic keys on the keyboard

maybe you do not have the correct layout for your keyboard
you can use xkeycaps to choose it.
