I was able to reproduce this only with dracut, using a virtual machine
I tried both dracut and initramfs.
There seems to be a different problem at play indeed:

TWIMC, the problem systemd is facing due to the removal of a obsolete
option (that might or might not lead to the problem this bug is about)
