That's not enough; it needs to be the latest 3.1.x version OK on all
platforms before it will migrate to testing.

You are checking from the wrong place then
I've recently upgraded a woody box to sarge. Not surprisingly there were
a few issues related to converting the kde.org packages to the
debian.org packages. However there remains one unresolved issue namely:
the packages derived from kdeartwork and kdeaddons are still at 2.2.2
while everything else
