(56.0b8 in my case) is not reacting on scrolling

Yeah, I have the same issue. It happens when you don't use an SSD, and heavy
I/O bogs PlasmaShell down.
Please report it to KDE bug tracker though. It's not something Debian specific.

Actually you are right, I just noticed that file in $HOME/.kde/share/config is
created again, even after I deleted it. I'm not sure if it's supposed to be
that way - you should probably file a bug for KDE: https://bugs.kde.org (for
Baloo component).
