This is not a complicated issue. libxml2 was split, meinproc requires
parts of it that were moved into libxml2-utils but kdelibs4-dev does not
yet depend on libxml2-utils.
It is also not complicated to fix.

First "apt-get --purge remove" the kde packages and then issue "rm -r
~/.kde{,2}". That should clean up all the KDE configuration data.
