files for multiple architectures. Obviously this only works correctly
if descriptions are identical across architectures (which is,

That sounds like it would work better with autobuilders, too - you could
build-depend on jikes (>= foo), invoke jikes-kaffe, and expect it to
work everywhere.

The dummy packages could go into contrib. This means free packages
depending on them would have to go into contrib too, but without a free
Java 2 system they'd have to anyway so that shouldn't be a problem.
