Which ftp server are you using? Different servers use different syntax,
but the answer is they chroot to the users (or some other directory.
chroot changes the root of the login session to the directory specified
and, since the user can not go above the root directory, they can not go
anywhere else
so the question is: is devfs mounted in /dev ?

Your lead was helpful. The only thing in the article that did not match my
configuration was procmailrc. I had failed to put in a closing quote.
Still have some interesting problems. The received mail went into the 'backup' folder
but at least it got there.

Yes, that's true.
You often just use a raw file system to install oracle, so oracle wont
suffer from I/O problems of a second involved file
