Which ftp server are you using? Different servers use different syntax, but the answer is they chroot to the users (or some other directory. chroot changes the root of the login session to the directory specified and, since the user can not go above the root directory, they can not go anywhere else on the system. I think you can get around a chroot by using symbolic links, but am not sure (and you'd have to set that up prior to executing the chroot anyway).
You should be able to just search for chroot in the documenation to see how that is done on your server. Or reply with which server you're using.
