manpages-l10n?
There is no need to act on manpages-de, as this package will soon be
gone from debian (replaced by manpages-l10n).

This issue is on webwnl side, you may wish to reassign it to
www.debian.

The translation robot[1] is used on debian-l10n-* lists to indicate the
status of translations (debconf, www, and also po4a, e.g. man pages).
The status is tracked per (source) file, which works (usually) without
problems.
