Package: debian-i18n

The translation robot[1] is used on debian-l10n-* lists to indicate the
status of translations (debconf, www, and also po4a, e.g. man pages). 

The status is tracked per (source) file, which works (usually) without
problems.

However, some time ago I wanted to tag some files of
manpages-l10n (then manapges-de), however, at this time it tagged all.

On [2] you can see that all listed manpages-de files are linked to a
single message on debian-l10n-german, namely [3].

Expected result: Only the line regarding
po/de/common/min-004-occurences.po is marked with HOLD.

I haven't checked if this error occurs with the new manpages-l10n
package as well, but I can certainly try.
