Questions about LClint package I am creating.

Incoming file permissions

I noticed that some but not all of the new packages that get uploaded to the Incoming directory don't have read permissions. Is there a reason for this? Are they uploaded that way? I like to install the latest and greatest as quick as possible. I know, that could be asking for trouble but that's me
