It has been suggested (bug 171297) that the jigdo client should be uploaded
to the "tools" directory of the FTP server, so all Debian package mirrors
carry a copy. I'll try to get this set up for the forthcoming release of
jigdo.

by jigdo-file, the resulting .template file should be <5MB. :-/

(Another solution to your problem of upgrading several machines to woody is
to set up a HTTP proxy on one of your machines which caches the .debs. The
other machines can access the cached packages.)
