I can confirm that this is not amd64 specific. I am running 32-bit on a
pentium-4 2.4GHz. It is also not specific to the Etch install CDs, because

The current versions of iceweasel-l10n-de (2.0.0.14+debian-1 and
3.0~b5+debian-1) are
incompatible with the version of iceweasel in unstable.
The result is that Iceweasel does not start

AFAICT, it considers it a no-op, so that $? still comes from test,
which in this case necessarily returns non-zero. I'm not sure what
the standard says about that scenario, but the workaround

OFTC-Hybrid is based on Hybrid which is based on 2.8, which has no
license exception. It is not allowed to add a license exception onto a
derivitive work.
