or check with upstream if they can finish 3.7.0 before stretch freeze

Update: none of the zeroc-ice release tarballs (including the current 3.6.2
tarball) seem to support PHP 7 as best I can tell. The v3.7.0-alpha0 tag in
the upstream git repository does.
