I think the upper bound is just bogus and should be removed. Upstream
seems to have added it under the assumption that cryptography follows
semver, but it does not: 2.9 to 3.0 offers the same compatibility
guarantees as 2.8 to 2.9.

Justification: causes non-serious data loss
The following series of statements produces incorrect results in version
3.5.9 of sqlite:
CREATE TABLE foo(foo TEXT);
INSERT INTO foo VALUES ('a');
INSERT INTO foo VALUES ('b');
CREATE INDEX foo_foo
To upgrade the current package to rc9 the debian_openssl_vulnkeys.patch
needed some work due to upstream changes. Attached is updated version
on the hope it might be useful.

I've prepared a patch against the latest version of centerim currently
in Debian, based on the Fedora diff posted here. I've mostly just ported
the diff straight over; the changes look reasonable within the local
context, but I'm not at all familiar with this codebase, so

APEv2 tag keys are meant to be restricted to ASCII, and tags with keys
that differ only in case are forbidden. Also, the actual meaning of the
flag mutagen calls HAS_FOOTER is the inverse of what the
