My colleague Ivan found out that the issue lies in the
local_setttings.py, which contains the bad Django class
django.utils.log.NullHandler, which isn't working with Django 1.9
anymore. So the solution is to fix local_settings.py on the fly in the
preinst. Fix will be coming shortly to do that
