Your problem is that, when lsb.pl starts, it needs /usr/bin/perl. So we
have no choice here, but to re-write lsb.pl completely in another
language. Our options would be:
1/ POSIX shell
2/ C (with possibilities to steal the LSB parser from insserv)
We'll work on it, it shouldn't be that hard,

The attached (trivial) patch fixes this problem for me, in the case of
converting debian packages to rpms with a slightly differently named
architecture. It should also work on other conversions, but this is
untested.

It took me a while to work out what was going on with my builds but I
managed to get it to build on amd64 on Debian Testing (failed miserably
on Ubuntu Precise), but armel (which is what I really needed it for) fails:
