reordering header includes so that system headers are included before

with the exp3 package. However, there is no exp3 package for i386 yet.

I was working together with Johannes on this bug and we found that it is
already fixed upstream by [1].
Applying this patch on the current squeeze version (5.0.4-3.2) fixes the
