upgrade from sarge to etch, that can now be safely removed.
It should not be removed, as many source packages build-depends
only on libpcap-dev, including versioned build-depends.

Note that this also breaks backports to etch, where gcc-4.2 isn't available.
Unless you have strong reasons to avoid gcc-4.1, I recommend that you simply
remove the variable override:
