rarian for Debian Buster. Here's a patch that works for me. (If
there's no .omf file, gnome-doc-utils won't try to verify one.)

xmllint really is an improvement, some SGML errors were recently found because
it was introduced. I'd rather keep it if possible.
You are mistaken, Debian buildd's do not have access to the internet.
I just ran strace on xmllint and checked all is done locally.

Note that not depending on rarian-compat causes FTBFS's in Ubuntu [1] since
the builders are better firewalled off from the internet than the Debian ones.
Could you please re-introduce the dep along with docbook-xml ?
