I've tried scalable-cyrfonts-tex package, and adding
\usepackage{cyrtimes} to the preamble of the problematic document
helped.
I think that texlive-lang-cyrillic should indeed at least suggest
scalable-cyrfonts-tex. Please note that scalable-cyrfonts-tex is not
yet in testing for some re

Thanks for your answer. I'm only a novice in TeX and LaTeX, so please
forgive if I'm not understanding even basic things.
I was able to get large Computer Modern font glyphs with the help of
type1ec.sty, thanks for pointing this out. However, I confirm that
including type1ec doesn't help
