It is indeed a TeXlive recommendation and it is not clear where they
get their advice from.
Our problem is that so closely connecting latex and recommended
suggests this may be our classification.

I guess here is a small misunderstanding, the ucs.sty is contained in
the TeX Live collection "collection-latexrecommend", which
also sprach Chris Rowley <[EMAIL PROTECTED]> [2007.10.13.1930 +0100]:

The bug is there if I use ucs.sty and it goes away when I switch
from utf8x inputenc to utf8 and remove ucs.s
