I guess here is a small misunderstanding, the ucs.sty is contained in
the TeX Live collection "collection-latexrecommend", which transfers
into a Debian package "texlive-latex-recommended".
I don't know how ucs.sty ended up there, the decision on what is
"recommended" and what "extra" is quite difficult to carry out. If you
think that it is completely wrong please let us know on
[EMAIL PROTECTED]
