So bug is not in code, it is in documentation and changelog. Debian
Changelog does not mention this change in behaviour, and I can not see

This bug is in Lenny. Seems to happen every time I do Control-J before doing
some other editing operation. Workaround is as suggested in original bug report:
edit something without pressing Control-J, then Control-J starts working.

names, it is best to use the official language name.
