I have come across this grave bug as well.
I have a Debian sid suite in my desktop machine, regularly updated every
other week.
If I try:
# apt install libgcc-8-dev
I get:

Some packages could not be instal
Dear Sylvestre,
Is this bug already being dealt with or should I file a report to gcc-8??
