just found out:
the debianutils version installed here before the new one was an old
1.13.3. and being prior ro 1.15, run-parts --arg gave its "usage" help
about unrecognized arg "--arg".

well the title says all,
ip-up uses "run-parts --arg" , this option is not recognized in early
run-parts of debianutils .
an upgrade to debianutils 2.13.2 solved the prblem.
before that, ip-up failed silently, without any error message to syslog,
