I can come up with off the top of my head is to use distro-info and
generate 'release a=' pins for Ubuntu releases and plain 'release' ones
otherwise, assuming they are Debian.

if there are default releases passed to this function, which there are
only for -updates. But AIUI (jak?) this is effectively the same as
APT::Default-Release anyway, so I'm proposing that we always do this for
the default release instead of the apt.conf.d snippe

dh_installsystemd this should be done at a compat bump, to not break
packages which might set user units up themselves already.
