The answer was in TG's original bug report:
Init: sysvinit (via /sbin/init)
I believe that this regression only occurs for non-systemd init systems
(i.e. sysvinit).
Popcon says sysvinit-core is installed on 0.88% of report
ing commands generate no output:

* sudo systemctl restart apache2.service
