Maybe your screen configuration uses Ctrl-q for something, in which case

Hmm, I thought it was clear from my email address, but I guess it's not;
I'm not a DD, so I can't sponsor your package. I'm just trying to help
out however I can, by reviewing other people's package

Nothing wrong per se, it just seemed unnecessary...

I've built your package, but I haven't installed and tested it, so I
cannot comment on that.

Please consider removing the AUTHOR section (see man-pages(7) for an
explanation why).
In DESCRIPTION, I would start with "solarpowerlog tracks and
logs..."; it's not just its purpose, it's what it actually does,
right? Same for the second sentence.
In OPTIONS, you sta
put, they will know they need
to remove the user by hand afterwards. Does it make sense? (Again, I'm
doing this in my package, so I'd like to know if that's wrong.)
Of course, as you pointed out, the right thing here might be not
removing the user at all, but I'm interested

The URL above is broken, the correct one is
dget -x
http://mentors.debian.net/debian/pool/main/s/solarpowerlog/solarpowerlog_0.22-1.dsc

FEEDBACK should be merged with BUGS, I think.
If possible, the AUTHOR and COPYRIGHT sections should be removed
(they can be comments in the source of the man page). See
man-pages(7) for the rationale behind this.

/usr/share/doc/bibtool.
Also, in the .TH header in bibtool.1, something more useful than
"local" (like a date for instance) should be used.
- Have you forwarded your patches for inclusion upstream?
I hope this helps.
