I don't think it was uploaded to Debian because I couldn't find a DD to

It has and still causes problems for me, and leads to hacks and
workarounds that need to be manually applied like fixing it in
/usr/share/pyshared/mapnik2/paths.py
Its a simple fix in debian/rules.
