The problem is that there is (on my system at least) nowhere where the
default xfdesktop4 settings are stored.
The mcs_settings/desktop.xml is only stored in the user .config folder
when xfdesktop4 is first run, so you can't use a default systemwide
desktop.xml (afaik).
