The linux-image packages do not depend on udev itself, I guess that udev
was pulled in due to the fact that initramfs-tools depends on it. You can,
however, use an alternative initrd generator, yaird, to generate initrd.

I resolved this bug on my own. I believe this is a grave functionality issue
and my resolution is very round about. Here are the steps:
1) upgrade debhelper from backports.org
2) add sid deb-src
3) backport nvidia-kernel-source
4) rebuild nvidia module
5) backport nvidia-glx
