Just to confirm that this bug still exists: I've just done an ordinary
(non-expert) installation toa Thinkpad T420 with the wheezy netinst iso
written to a USB drive with unetbootin, and grub was told to install to
/dev/sda (the USB drive) rather than /dev/sdb (the installation target),
which
I disabled network card in Virtual Box and installation succeeded
(using wheezy live rc1 amd64 gnome iso). I will try again with a
network card without its interface configured.

wheezy live rc1 doesn't 'solve' this, that release just hasn't sid
configured in sources.list.d because we did not need to pin in live-* to
workaround having live-* not migrated to testing.

What this comes down to is the b4 version of the image was inadvertently
built with extra material from sid due to an error in configuration (it
was intended that only the live-* packages be included from sid). This
problem was fixed in rc1, but that meant that it used all wheezy
versions
