I'm not familiar with any code in hw-detect that would do that for any
module. hw-detect does not save state between runs, aside from the state
of what modules are already loaded. I think

When the installer prompts to load modules during the three times it
auto-detects hardware, it continually offers the "floppy" module as
a choice.
With other modules, if I deselect them the first time, they are not
offered again.
