I'm afraid I cannot reproduce this bug.
With kbd-chooser, you should be able to choose the keymap manually with
DEBCONF_PRIORITY
<= medium. I am able to do so on i386,
at least.
Can you check if this is a mac-specific bug?
Have a look in the logs (console #4, or if possible
copy /var/log/me
