All in all, I did the following:
* I used the current daily netinst CD image (BTW, updated Polish
translation in the installer is a very nice touch!)
* The disk I've used has been partitioned like:
/dev/hda1 2.0 GB (root ext3 fs for "debhost")
/dev/hda2 2.0 GB (root ext3 fs for "debinst")
I'm going to compare the results and post my further comments to
this bug. I'm not sure yet which host system I'm going to use in case 2),
but I will surely report that.

In the latter case the "Select a keyboard layout" menu item
is only two positions down, but I can't get to it.

I'm going to try the new installer today. I will post results soon,
regarding all mentioned issues:
1) installer choice of module for keyboard connected over USB
2) copying network configuration to the target installation
3) turning on/off keyboard LEDs for [CapsLock] and [ScrollLock]

The last image I tried was dated 20040511 and it worked, but there
was the 2.4.24 kernel in it, built on April 30th. The current kernel
is 2.4.26 and contains broken ide-cd module for sparc64.

I am unable to load ide-cd.o module for 2.4.26-sparc64 kernel.
The message is:
# modprobe ide-cd
Using /lib/modules/2.4.26-sparc64/kernel/drivers/ide/ide-cd.o
insmod
turned on, but instead a message "usbkbd.c: led urb status -32"
was displayed. I suppose I will have to recompile kernel to get rid of
this silly behavior :-(
Summary:
The network setup is a small problem, but the problems with the keyboard
should be corrected.
