It appears that the kernel for the woody compact rescue disk does not
have CONFIG_PACKET or CONFIG_FILTER included. This is sad, because
although this kernel has built-in ethernet drivers, dhclient-2.2.x does

It's working now.
I ran 'linux verbose debug' from the CD startup.
It asked me a few more questions, including where on the cd is the root
of the debian mirror and happily found all the packages.
I could probably run it again in normal mode without the verbose if
anyone thinks it's worth testin

much! Woody is up and running on my Dell Inspiron 8000. Quite a relief after
my unsuccessful conversion from progeny debian and subsequent problems
installing Woody from scratch.

first time I needed to go into modconf, noticing that it wasn't in
Catalan.
I just remembered about that, had a look, and of course, I hadn't added
"ca" to the supported langs list. It's fixed now in CVS.

I've done a little more research and yes the checksums match. I checked
both the md5sum iyou gave and the one in the Packages file. The compressed
packages file is identical.
