I made several attempt changing ownerships of files etc...
Finally this morning i uninstalled everithing following
the cygwin instructions:
"Setup has no automatic uninstall facility. Just delete
everything manually:
 Cygwin shortcuts on the Desktop

everything was fine. Of course this generated new keys. You could overwrite
the new keys
with the old ones so that your machine still has the same fingerprint when

Actually, I have CYGWIN set to "binmode ntea". Also, the command is
native to windows and works perfectly with the 3 arguments (even if I
pass bogus arguments) and thus I do not think it has to do with
authentication of the user.

Yes. But it did not help much. And in later testing I found even the first
time the sshd service was started after reboot it still had problems: it
would accept ONLY the first login, and later attempts would be denied.
