how do I enable or disable this file permission?
Once or twice, after having changed NTFS file permissions, I've seen the
plus sign '+' disappear, but I don't know exactly how I did it, what
permission(s) I changed, or how to repeat the process.

After having read the FAQ and setting CYGWIN to "ntsec tty", chmod still
does not change file permissions on my Windows XP system. I've created
/etc/passwd and /etc/group as follows:
mkpasswd --local --domain > /etc/passwd
mkgroup --local --domain > /etc/group
My system configuration is:
