After upgrading vim, I noticed that the suffix of the compressed filename
in /etc/setup/installed.db did not match the one in setup.ini (and the one
in my private repo).
/etc/setup/installed.db:
vim vim-7.3.1314-1.tar.bz2 0 # .bz2
//x86/setup.ini:
install: x86/release/vim/vim-7.3.1314-1.tar.
I'm in the middle of repackaging xdelta for cygwin 64, and stumbled into
a rather big rathole. The original xdelta came with a development
library for linking into C programs, but it hasn't had an upstream
release since 1.1.4 in 2007. Meanwhile, a new xdelta3 package is under
active development;

A new release of cppi, 1.18-2, will soon be available on your favorite
mirror. This is the first build for 64-bit cygwin, and replaces 1.18-1
for 32-bit cygwin.

But I do have ncurses as the result from cygcheck shows below:
ls /bin/*ncurses*
/bin/cygncurses++
I read that Apache would build on Cygwin out-of-the-box, but found out that
isn't the case now if it was before. Or my setup is wrong.
I wanted to build:
ApacheVERS=2.4.6 which is httpd-2.4.6
This requires the two libraries apr and apr-util
