The thermostat controls the "fresh" water side with the permanent / toxic coolant, not the raw water. Once the engine heats up [175 - 180* on a Yanmar] it opens and the "fresh" water flows through the HX and is cooled by the raw water from outside of the boat. At least, that is my understanding.
