Dennis; When I was getting Imzadi ready for offshore use, I also had issues with the OEM latches on the cockpit lockers. What I ended up using is, AFIR, called a toggle latch. The ones I used were by Wichard. And they were a bunch more expensive than these that are on EBay right now: htt

Dennis To avoid being trapped we have attached a length of shockcord to the back side of the latch so it hangs down into the locker.  It is a straight section going to a loop.  The straight section's end has a small diameter copper pipe that has been crimped flat (using a vice in my workshop)
