You should be able to find a compression fitting that would work.  Plumbing pipe size is  the inside diameter.   Compression fittings go by outside diameter.  What is the tank made of?  The tubing sticking out may be meant for hose too go over and clamp  Sent from my T-Mobile 4G LTE Device -

When we were cruising we ended up with two of the Dometec portable units - the one’s that look like igloo chests with a baby compressor built in. Think they were 48 qt each. We just kept them in the aft cabin with Styrofoam taped around for extra insulation and another piece cut to fit inside
