I read that proxmox could be installed from a flash drive, but I'm more
wondering if it needs to be installed to a full blown hard drive, or if it is
like ESXI where it can be installed to a flash drive?

Enable SSH on ESXi, use a cron job on your backup machine to pause and copy
(rsync or whatever limited tools ESXi supports) the VM to your backup
server. When I had ESXi running at home I would pause, rsync the VM to a
location on my Linux box, then use rdiff-backup to take snapshots of that
