There is no real Windows tax on the netbooks. Microsoft gives
marketing kickbacks to the manufacturers so the total cost ends up
being zero. It is why you can't really find Linux based Netbooks
anymore, there is no financial incentive for the manufacturers to
pre-load Linux.

Most of the folks have already given you some of the tips I would have,
so I won't repeat them.
Typically...Linux netbooks are harder to find nowadays if not
impossible. At least in brick & mortar stores. Online may be your only
option or you may need to settle for one with W
