Whereis your clamav.conf ? (MUST be /etc/clamav.conf)
Did you run /usr/local/sbin/clamd before trying clamdscan ?
What is the rights on the local socket ("/tmp/clamd" with the conf file in
attachement)? ($ls -l /tmp/clamd)

After few tests, I could say that clamav 0.70 seems to work fine on OpenBSD
3.4 (milter too).

I am testing clamav on openbsd 3.4 and I'm very happy to see that old bugs
ever present in 0.70-rc does'nt exist anymore (#kill `cat
/var/run/clamd.pid` + Ctrl C when Clamdscan was running + QUIT command on
clamd)
Everything seems to work so much,

Hello
If I stop clamdscan while running a scan with Ctrl C, clamd die and put
nothing in the log. Is it normal?

I run clamav-milter like this:
/usr/local/sbin/clamav-milter --max-children=2 -loN /var/clamd/clmilter.sock

it is for clamav 0.66 and 0.67-1.

You could just find the ports, there is no explication due to lack of time.

I think that what you want to do is very bad. It's not a solution. It's your choice!!!
But I've quickly made a patch that will modify the clamav 0.65 sources in order to do
what you want.
I've add a --warning=MESSAGE or a -w argument to clamav-milter. If one of this two
argument is present
