When you go into your device manager on Windows, what do you see under COM
Ports?
In the Chirp app, you have to pick the correct com port that your USB
dongle is attached to, and then you need to pick the proper model of radio
from the dropdown menu.

Sounds like your cable may not be making a connection into the radio.
You have to sometimes press really hard against the radio, and some people have
to trim some of the rubber block off in order for it to go all the way into the
radio.
I would start by shaving the corners around the block at a 4
