When you go into your device manager on Windows, what do you see under COM Ports?
In the Chirp app, you have to pick the correct com port that your USB dongle is attached to, and then you need to pick the proper model of radio from the dropdown menu. Start Device Manager by going to Run and typing devmgmt.msc (follow this if that doesn't make sense https://mcci.com/support/guides/start-device-manager/) Then find what com port comes and goes when you plug and unplug your adapter.
