Is it possible to declare a timeout for recursive queries? I can't seem to
find a setting
I'm trying to protect against slow or unresponsive DNS that are declared as
a forwarder in the named.conf.options settings.

tell bind to ignore srtt values and simply round-robin across a list of DNS

I have bind set up as a cache and forwarder only. I am having trouble
getting bind to cache records. I can see from the rndc stats file that
A records are being cached quite nicely, but all requests are flowing
through to the upstream servers.
